SOPAC wishes to invite Expressions of Interest from

 individuals and organisations keen to provide technical

 and policy advice and support to Pacific

 island countries and territories in

relation to any of the below listed,

or related, areas of DRM capacity building.


The Applied Geoscience and Technology Division

 (SOPAC) of the Secretariat of the Pacific Community

 (SPC) carries the Pacific’s mandate for the regional

coordination of Disaster Risk Management capacity building.

SOPAC provides these services through various

modalities including:

- DRM training and professional development;
- advice on DRM governance and operational

response planning;
- advice, data collection and information provision

related to natural hazard risk identification, assessment

and mapping;
- DRM information management - in particular the

 development and maintenance of databases

and portals;
- advice on DRM policy and planning with an

emphasis on the mainstreaming of risk considerations

into national and sub national planning and

budgetary systems and processes;
- disaster damage, loss and

needs assessments;
- risk insurance and financing, and
- integrated solutions to DRM including

natural hazard risk modelling and economic

analysis of DRM policy choices.

Situation report no. 07/2012, National Emergency Operation Centre (NEOC),

 1 April 2012, 0800hrs - 1600hrs. Special Weather Bulletin Number one for

Fiji on tropical depression 19F issued from RSMC Nadi at 12:59pm on Sunday

the 1st of April 2012. A tropical cyclone alert is now in force for Fiji and

strong warning is in force. 3 causalities have been reported. 56 schools

opened as Evacuation centres, 35 occupied by 2,719 evacuees

[Fiji Flood]. DISMAC

Situation report no. 01/2012, National Emergency Operation Centre (NEOC),

30th March 2012, 1600hrs. The NEOC had been activated as of 0800hrs.

Similarly all Emergency Operating Centres (EOC’s) in the Western Division

and all Disaster Response Agencies at the National level as well as the

 Divisional level in the Western Division. Continuous rain has caused

wide spread flooding in the western division from Rakiraki to Sigatoka.

The extent of the flood so far is expected to be worse than that

of January 2012

Possible state of natural disaster [Fiji Flood]

Fiji Times News, 1 April 2012. A State of natural disaster could

be declared as government rolls out assistance to flood

affected victims. Commander Cawaki said the state of natural

 disaster would give government the necessary authority to

Overflow [Fiji Flood]

Fiji times News, 30 March 2012. Heavy overnight rain caused

 flooding, mostly in lowlying areas, in the Western Division,

Viti Levu Fiji. In Korovuto, Nadi, residents were rescued from

their homes early yesterday as rising floodwaters inundated homes.

 The rescue effort was conducted by members of the Nadi Fire

 Station who used small boats to move residents to safety.

Meanwhile, the Nadi weather office has forecast periods of

 heavy rain and squally thunderstorms over the Western

Division in the coming days

Flood closes roads [Fiji Flood]

The Yaladro flat in Tavua, Western Division Viti Levu, Fiji was

closed off to traffic yesterday following heavy rainfall around the

 area. A member of the Tavua District Office, Segran Naidu,

confirmed the Yaladro Flats were flooded. However, he added,

there was no evacuation of residents as yet

Shallow creeks, rivers contribute to flooding

Fiji Times News, 31 March 2012. Extensive floodwaters that

inundated centres in the Western Division, Viti Levu, Fiji could

 have been caused by shallow rivers, creeks and waterways

view of acting divisional roads engineer Western Munsami Naidu.

"More than 30 roads are now closed and this flood is going

 to cause a lot of damage to roads we were just beginning

to repair as a result of the January floods. "An important

contributing factor to the floods is the fact that most

waterways were made shallow by the floods earlier this

 year with increased silt and debris and the heavy rainfall

 caused rivers and creeks to flood very rapidly."

Ready for assessment [Fiji Flood]

Fiji Times News, 1 April 2012. Fiji Red Cross Society is

waiting for floodwaters to recede before it assesses damages

in homes. Fiji Red Cross disaster management coordinator

Eseroma Ledua said its branches in the Western Division were

 on standby and working with the divisional emergency

 operations in their respective districts from Sigatoka to

 Rakiraki. He said the assessment, which focused on

the needs and vulnerabilities, would determine the type

 of relief items that will be given to the affected families

Homes under siege [Fiji Flood]

Fiji Times News, 31 March 2012. Continuous heavy rainfall

 from midnight on Thursday resulted in towns, settlements

 and villages in the Western Division, Viti Levu, Fiji

being submerged for the second time this year. However,

what's made the current situation different is the

influx of calls for assistance from people stranded

in their homes and businesses. The National Fire

 Authority at all centres was heavily engaged in

rescue efforts, speeding through rising floodwaters

to rescue people caught unprepared and unaware.

Movement restrictions [Fiji Flood]

Northern Eastern Vanua Levu, Fiji were closed to traffic

yesterday following heavy rain and flooding. As a result,

Do not enter CBD : Police [Fiji Flood]

Fiji Times News, 31 March 2012. A restriction of movement

was announced across the Western Division, Fiji.

Police spokesman Inspector Atunaisa Sokomuri said

the restriction was for the safety of the public and

businesses in the affected areas. "People living in Ba,

Lautoka, Nadi, Sigatoka and Lautoka are advised not

to enter the central business district areas," he said

Situation report no. 08/2012, National Emergency Operation Centre (NEOC),

April 2, 2012 1600hrs - 0000hrs. Special Weather Bulletin #2 for Fiji on

 tropical depression 19F issued from Regional Specialized Meteorological

Centre (RSMC) Nadi at 6:53pm on Sunday 1 April 2012 tropical cyclone

alert remains in force for Fiji. Severe flood warning remains in force for

all major rivers, streams and low lying areas of Viti Levu. A strong wind

warning remains in force for Fiji. Extreme weather condition has

caused widespread flooding in the Western Division and a number

of roads are closed to traffic. 3 causalities reported, 96 evacuation

 centres opened and are occupied by 7786 evacuees.

The Public Advisory was issued at 7.30pm today;

a tropical depression was located about 1200 kilometers

West-Northwest of Nadi. The depression is moving

Southeast at about 25km/hr. It is expected to

 intensify further and possibly become a Tropical

Cyclone in the next 24 - 36 hours

Health warning [Fiji Flood]

must not eat any meat washed away by the floods,

 Near 24  Decimal 3 South 177 Decimal 5 East Or About 730

Kilometres South Of Nadi At 3am Today. Close to the centre

 the cyclone is estimated to have average wind speeds

of 75 Km/Hr. Daphne is Moving Southeast at about 50 Km/Hr.

Prime Minister visits western division [Fiji Flood]

Fiji Ministry of Information News, 31 March 2012. Prime Minister

Voreqe Bainimarama  began to assess the damage caused by flooding

 that continues to affect most parts of the western division.

The Prime Minister was given a full briefing by all relevant agencies

that have been working 24hour shifts to provide support to all

Farmers reel in floods [Fiji Flood]

Fiji Sun News, 2 April 2012. The Fiji Sugar Corporation (FSC)

will carry out its field survey as soon as the weather is fine,

says FSC executive chairman Abdul Khan. All roads leading to

Situation report no. 11/2012, National Emergency Operation Centre

 (NEOC), April 3, 2012 1600hrs - 0000hrs. Special Weather Bulletin

 for Fiji on Tropical Cyclone Daphne issued from RSMC Nadi at

7.30pm on Monday, 2nd April 2012. Tropical Cyclone Daphne

 category 1 was located near 21.3S 173.9E or about 540

kilometers west-southwest of Nadi at 6pm today.

Tropical Cyclone Daphne is moving southeast at about 35 km/hr.

Close to the centre the cyclone is estimated to have average

wind speeds of 65 km/hr. Report from the 29 March Flood -

5 causalities, a total of 105 Evacuation Centres (EC) opened

in the Western Division occupied by 7973 evacuees,

in Central Division - in Naitasiri 6 EC occupied by 130

evacuees, Tailevu 5 EC with 218 evacuees and

Rewa 12 evacuation centres

8000 in 91 evacuation centres [Fiji Flood]

Fiji Times News, 3 April 2012. Around 8000 people affected

 by floods have taken shelter in 91 evacuation centres

around the country. This was confirmed by Permanent

Secretary for Disaster Management LieutenantColonel

Inia Seruiratu yesterday. He said three to five days worth

of rations was being distributed to those in evacuation centres

 and more would be mobilized once the detailed assessments

of the flood situations were completed. LieutenantColonel

Seruiratu said the government was also using the sea as a

means of transport to get supplies to flooded areas

Fiji Times News, 3 April 2012. The deaths of seven people and

Western Salacieli Navilawasa said the deaths were a result of

people not taking heed of advice. "All deaths were unnecessary

and were caused by negligence. People need to take heed of

the warnings and stay away from all waterways, especially now

 with the tropical cyclone alert which will bring more flooding

 and strong winds," he said

Fiji - Flooding Tropical Depression TD17F-2012 : situation update no 2 ; 3 April 2012 [OCHA]

OCHA situation update no 2, Fiji January flood 2012.

Update covers period from 1 to 3 April. Flooding continues

after more rain fell in the wake of TC Daphne, but water

levels are now steadily receding from flood affected areas.

The Government of Fiji has declared a State of Natural

Disaster for parts of the Western Division, populated

by approximately 190,000 people. Access to basic

services, food and assistance remains a problem with

 large areas, roads and bridges still under water or

washed away and water and electricity supply damaged.

A list of requested items has been submitted by the

Government of Fiji to donor agencies based in country,

including health, WASH, non-food items and aerial surveillance

Red Cross on alert as flood-ravaged Fiji braces for Cyclone Daphne

Fiji Red Cross Society (FRCS) News, 2 April 2012. Torrential rain

 since 29 March has caused severe flooding for the second time

 this year in the western division, Viti Levu, Fiji. Four people

have died and over 8,000 people have been forced to seek

safety in 91 evacuation centres following the floods. A state

 of natural disaster has been declared in some parts of the

 western division. Just as the rain subsided and waters began

 to recede in some areas, the flood-stricken island is facing

another tropical storm which was upgraded to a Category One

 cyclone. In the coming days Cyclone Daphne is expected to

 bring heavy rain and strong winds, with the possibility of s

evere flooding of major rivers, streams and low-lying coastal areas.

 Staff and volunteers of the Fiji Red Cross Society have been

working closely with the Fiji health authorities in responding

to the immediate needs of the evacuees. The Red Cross is

providing support and care at the evacuation centres

500 on duty call [Fiji Flood]

Fiji Times News, 2 April 2012. The government yesterday declared

a state of natural disaster for parts of the Western Division.

Permanent secretary for Disaster Management Colonel Inia Seruiratu

 said the declaration, which came into effect last Friday,

 would ensure greater coordination among government agencies,

and will help further facilitate relief efforts. 500 civil servants, including

Prime Minister Commodore Voreqe Bainimarama, were committed to

Emergency relief agencies in Fiji say 11,000 now in evacuation centres

Radio New Zealand International News, 3 April 2012. Emergency relief

agencies in Fiji are now working around the clock to provide for more

than 11,000 people who are now in evacuation centres in the Western

and Central division after the flooding. The Director of the Disaster

Management Office says they are currently facing some issues at the

 evacuation centres. Pajiliai Dobui says some evacuation centres do

not have power and water supply, and sanitation is also a concern.

He says they are distributing food rations already however due to

the number of infants at the evacuation centres they need to

include milk in the ration packs.

Watch health, warns State [Fiji Flood]

Nurses steadfast during disaster

Fiji Times News, 4 April 2012. Nurses stationed in flood-affected

well prepared leading up to the two natural disasters in Fiji.

NGOs assist in flood relief

Fiji Times News, 4 April 2012. Charitable organisations and

 the private sector are working with the Emergency Operations

Centre in Lautoka to collect and distribute rations and drinking

water to evacuation centres in Lautoka. Among the organisations

working with the government are Lautoka Rotary, Fiji Water,

Pacific Vision and the Then India Sanmarga Ikya (TISI) Sangam.

Members of the TISI Sangam are continuing the delivery of

Authorities warn of health crisis [Fiji Flood]

14 centres for Central Division [Fiji Flood]

Fiji Times News, 3 April 2012. Fourteen evacuation centres

have opened up in the Central Division with more than

300 evacuees recorded. The centres are located at the Rewa,

Tailevu and Naitasiri districts, the commissioner central's office said.

 

There were no evacuation centres at the Serua and Namosi

districts because no reports of flooding had been received

 from the two areas.

Islands brace for Daphne

Fiji Times News, 3 April 2012. Morale among islanders in

Ono-i-Lau and Kadavu is high as Fiji prepares for Tropical

Cyclone Daphne. Staff members at the Vunisea Hospital

said the weather was good for most of Monday but

began to worsen after 6pm and added there was no rain.

The facility is sturdy, we have contingency plans in case

CDEMA STRENGTHENING CARIBBEAN’S DISASTER RISK MANAGEMENT CAPACITY THROUGH RESEARCH

Bridgetown. Friday, February 03, 2012: The Caribbean Disaster Emergency

Management Agency (CDEMA) through

the European Union (EU) funded ‘Disaster

Risk Management Sub Regional Programme’

 is working to strengthen

the disaster risk management

 capacity of the region.

 

The initiative was designed to enhance

 the safety of all Caribbean people and

visitors to the region, reduce the social,

economic and environmental cost of

natural disasters and build more resilient communities.

 

In keeping with this mandate, CDEMA

believes that research plays a critical

 role in enhancing the disaster preparedness

 and response mechanisms and the ability

 to identify recommendations for

strengthening those mechanisms.

Against this background, the organisation

 has completed the ‘2010 CDEMA

Biennial Disaster Preparedness Audit

of its Participating States to systematically

assess the capacity of the National

Disaster Organizations (NDOs) to

prepare for, respond to and

recover from hazards

as part of the comprehensive

 disaster management planning

in the region. The audit measured

CDEMA’s Participating States’ performance

 in the areas of administration and

finance, institutional capacity, preparedness

 and response, mitigation and research,

education and information and training.

 

 Sixteen (16) of the eighteen

(18) states participated in the audit

including Antigua and Barbuda,

 Anguilla, Barbados, Virgin Islands,

 Dominica, Grenada, Guyana,

 Jamaica, Montserrat, St. Kitts

and Nevis, Saint. Lucia, St. Vincent

 and the Grenadines, The Bahamas,

 Trinidad and Tobago, Turks and

 Caicos Islands and the newest

Participating State Suriname.

This is the first time CDEMA has

 partnered with Suriname for

an audit of the preparedness

of the country.  The audit

analysis has been shared with

 all Participating States.

 

Speaking about the major findings

of the audit, CDEMA’s Senior

Programme Officer, Sarah Lionel noted,

 “the research highlighted the urgent

 need for additional staffing on a full time

 basis in at least seven (7) countries and

 the need for additional training at the

local level in areas such as in

 performance management and

 team building, emergency broadcast

 systems, recovery and construction

 planning, logistics/operational planning

 and fire hazardous materials management.”

 

 She continued, “against the backdrop

of the limited staffing and the need for

additional training, Participating States

are working assiduously to establish

 legal, financial, political and technical

 frameworks to reduce the impact

 of natural disasters. The findings

highlight that legislation has been

implemented to varying degrees

 among the Participating

States with 86% providing

 legislation for declaration of a

 state of emergency and 79%

providing for declaration of

disaster/disaster area. She added

that the audit found that the areas

 that would require the agency’s

further attention included but were

 not limited to the need for policies

 for school mitigation and recovery

 in at least 50% of Participating

States, disaster awareness programmes

 for the public to raise awareness in 93%

 of the states and strategies for updating

 national disaster plans. The report also

 revealed the need for further evacuation

 policy planning and improved

inter–agency communication in the

 event of a disaster.

 

Lionel also noted that the audit revealed

 that while the Caribbean has made

 significant strides in preparing

for natural disasters, in particular hurricanes;

 less emphasis has been placed on

non–traditional hazards. She urged

 the organisations across the region

 to pay greater attention to planning

 for these forms of disaster. Lionel concluded,

 “at CDEMA, we believe in

comprehensive disaster management at the

 local, national and regional levels.

We are committed to working with the NDOs

 to ensure that the areas highlighted for

attention are addressed and that the

Caribbean is ready for both traditional and nontraditional hazards.”

COMMUNIQUE FOR THE JOINT IGAD

MINISTERIAL

AND HIGH LEVEL DEVELOPMENT PARTNERS

ON

DROUGHT RESILIENCE IN THE

HORN OF AFRICA  

 

IGAD Ministers responsible for Agriculture, Livestock, Water

Resource, Environment, Arid Lands and Drought Disaster

Management held a joint meeting with High Level

 Development Partners committed to the Initiative

to End Drought Emergencies in the

Horn of Africa (“the Initiative”) on 4 April 2012 at the

Safari Park Hotel, Nairobi, Kenya.

 

The meeting was chaired by the Honorable Shileshi Getahun

the Minister for Agriculture of the Federal Democratic

Republic of Ethiopia and Chair of the IGAD Council

 of Ministers. The objectives of the meeting were to

review the progress made since the Joint Horn of Africa

and East Africa Summit of Heads of State and Government

held in September 2011, in Nairobi and to secure the

commitment of the global community to build drought

resilience and growth.

 

Recalling:

 

1. The Declaration of the Initiative at a Joint Horn of Africa

and East Africa Summit of Heads of State and Government

held in Nairobi, Kenya on 9th September 2011 and the

Summit Directive for IGAD to convene a ministerial progress

reviewafter 6 months of the Declaration of the Initiative;

 

 

  2. The endorsement of the IGAD Regional Platform

(Hereafter referred to as the “Platform”) by the IGAD

Summit of Heads of State and Government of

25 November 2011 in Addis Ababa Ethiopia.  

 

Considering:

 

 1. African Union Policy Framework on Pastoralism in Africa

and the UN Systems response to address the special needs of

the drylands recently published as Global Drylands (2011)

 

2. The IGAD Secretariat 6-month progress report on the

Initiative and the progress made in establishing a regional

CAADP;

 

 

3. That Partners have engaged with countries in developing

programs pertaining to drought resilience;

 

 

 4. The Platform serves as a mechanism for coordinating and

monitoring the implementation of the Initiative.

Appreciating:

  

1. All partners for remaining committed to the noble objective

of the Initiative -- this being well reflected by the very high

level participation in the meeting and the amount

of resources mobilized by the Partners;

 

2. The critical role of IGAD and member states have played

in building drought resilience in the horn of Africa;

 

3. The effectiveness with which the IGAD Secretariat has

handled the initial phase of the Initiative.  

Now the Ministers and the Partners do hereby:

1. Reaffirm the commitment of the IGAD Member States

and the Development Partners to the implementation of

the Horn of Africa Resilience Initiative (here in after

referred to as the “Initiative” over the long term;

 

2. Take note of the progress being made in the formation

of the IGAD Regional

Platform for Drought Resilience and Sustainability;

 

3. Direct the Secretariat to convene a meeting of Member

States to increase the buy-in, agree on an action plan will fast

track the operationalization of the Platform;

 

4. Commit Member States to the establishment of a

fund in support of the Platform activities, and call upon on

development partners to support the establishment

of the fund

 

 5. Encourage development partners to support national

governments to incorporate drought resilience into

national programme and enhance existing coordination

mechanisms;

 

6. Commit to strengthen coordination, harmonization and

alignment of national,

regional and international humanitarian and development

resilience-related assistance in support of the common

program framework;

 

  7. Encourage Member States to engage the research

and training institutions and networks in the region

alongside Technical Consortium in order to undertake

studies needed for planning long term investments;

 

 8. Commit to new and proactive approaches by all

stakeholders including (Member States and Governments,

IGAD Secretariat, partners, civil society, and

local communities) to end drought emergencies in the region;

  9. Urge all partners to further strengthen their coordination,

harmonization and alignment of their interventions with the

countries’ national priorities and strategies;

 

10. Advance the ongoing efforts, led by IGAD, to create

a common program framework that can be used by

governments, Development Partners and other stakeholders

to coordinate their humanitarian and development

resilience-oriented efforts around the common agenda;

 

 

11. Commit to coordinate, harmonize and align country and

regional policy, strategies and program actions with the

common program framework and strengthen national systems

– central and local government, civil society and private

sector and regional actors to manage and implement the

initiative;

12. Agree to develop and scale up successful policies and

practices that effectively link and balance humanitarian

and development initiatives.

13. Commit to the integration of women, youth and

vulnerable groups into national and regional programming

and social services;

 

14. Create a common mechanism for monitoring and

evaluation of results to strengthen knowledge management

mutual accountability, transparency and

ownership of the process within the framework of the

IGAD Platform;

 

15. Agree to the establishment of a Regional Development

Partners’ Group for Drought Resilience and Growth,

in collaboration with IPF and IGAD, to allow Development

Partners to better coordinate, harmonize and align

programme investments and policy reforms in support of

the IGAD platform in the Horn of Africa;  

16. Agree to the establishment of a Global Alliance for

Action for Drought Resilience and Growth to allow

Development Partners to better coordinate, harmonize

and align programme investments and policy;

 

17. Thank the Government and people of the Republic

of Kenya for hosting the meeting and for their warm

hospitality; and  

18. Decide to remain seized of the matter.

The Australian Agency for International Development (AusAID) manages Australia's overseas aid program and assists developing countries to reduce poverty and achieve sustainable development, in line with Australia's national interest. AusAID has its head office in Canberra and has a presence in 40 locations around the world.

AusAID provides advice and support to the Minister for Foreign Affairs on development policy, and plans and coordinates poverty reduction activities in partnership with developing countries. AusAID also leads and coordinates Australia's responses to humanitarian disasters and represents Australia in international development forums.

AusAID is establishing the Aid Advisory Services Standing Offer, comprising multiple service categories, to support the effective delivery of the Australian aid program. AusAID, other Commonwealth agencies, and other official development assistance (ODA) organisations will be able to source quality technical expertise through this arrangement. Category 11 of the Standing Offer Panel is Humanitarian, Emergency and Disaster Risk Management.

The Australian aid program is seeking experts to provide technical, training and advisory services in the areas of humanitarian action (including risk reduction, mitigation, preparedness, response and recovery) in natural disasters and humanitarian emergencies.

Applicants should be familiar with AusAID’s Humanitarian Action Policy and 2009 Disaster Risk Reduction Policy, and relevant international standards in humanitarian action. The Australian aid program is seeking applicants with skills and experience in a range of areas of humanitarian assistance. This could include: emergency preparedness, emergency response (particularly WASH, reproductive health, sexual and gender based violence, education, food assistance, livelihoods, social protection), early recovery, humanitarian protection, mine action, protection of civilians, relevant law (international humanitarian law, refugee law, human rights law), humanitarian accountability and inclusive humanitarian action (including gender, children and disability), building capacity of partners, civil military coordination, humanitarian reform and disaster risk reduction.

Expressions of interest are sought from organisations and individuals with expertise in this service category.
